Central Valley Behavioral Health Services Inc. is a locally owned and operated. Our mission for this company began from our personal and first-hand experiences, in living and witnessing the negative impacts resulting from the substance use and co-occurring mental health conditions. CVBH was founded in 2022, with the primary goal to provide substance use and co-occurring disorder treatment as a means to combat the often tragic results families experience due to drugs, alcohol and untreated mental health conditions.

Richard Ayala is the CEO / President of Central Valley Behavioral Health Services Inc.
He is also the President / Founder of Central Valley SAP Services, and President / Founder of Bound to Change Counseling & Consulting. My Ayala has worked in the field of substance use and co-occurring disorder treatment since 1999. He is a former member of Merced County Alcohol and Other Drugs Advisory Board. He also served on the Board of Directors of The Latino Commission on Drugs and Alcohol of Alameda County.
Mr. Ayala has taught Addiction Studies at California State University, East Bay. Additionally, as consultant and trainer for the California Department of Health Care Services, California Conservation Corps, On track Program Resources, The CENAPS Corporation, Gil Gerald and Associates, Free Life Enterprises, VIP Recovery Coaching, St Anthony Foundation, and several other agencies in California. He specializes in teaching counselors, social workers, therapists, and other providers cutting-edge clinical skills that will help them increase their effectiveness in working with substance use and co-occurring disorder clients and their families.
He is the co-founder and former Clinical Director of A. Lujan Recovery Programs Inc. is a sub-acute detox, residential, and outpatient substance abuse program in Los Banos, CA. He is the former Program Director for the Homeless Veterans Emergency Housing Facility in Menlo Park, CA.
A day treatment substance abuse clinic and 108-bed transitional housing program serving a CD, dual, and triple diagnosed veteran population, where he developed a culturally competent service delivery model for veterans affected by trauma.
Among other notable past positions, Mr. Ayala is the former Consulting Clinical Director of Smith and Jones Addiction Consultants BV, located in Amsterdam, NL. This facility is the first abstinence-based substance abuse and process addictions clinic in the Netherlands, providing treatment services to adult, adolescent, and family populations. In this capacity, he worked closely with agencies in the Dutch government to assist in oversight development and industry standards and policy. Mr. Ayala’s core belief is that addiction is a curable disease! That, coupled with his passion for his profession, drives him to continue working in addiction and mental health nationally and internationally to foster hope, health, recovery, and social change.

Ms. Wilson has strong interpersonal skills, and is able to work effectively across diverse, and multigenerational populations. Elizabeth never sought to obtain any formal education, yet her 18 years in active recovery in conjunction with 15+ years working in leadership positions within the field of substance use disorder, makes her a seasoned professional. Ms. Wilson’s dedication, experience, and passion has facilitated her transformation of her past lifestyle, and provided the space for her to assist in the transformation of countless others struggling with substance use disorders. Her life experience has provided her a deeper connection to her chosen profession, and unprecedented resolve to "move mountains" for individuals in her care.
Elizabeth’s professional experience includes CEO / President of Tranquility House Alternatives Inc. Through her leadership and vision and 16+ years, hundreds of individuals impacted by substance use disorder were successful in changing their lives, achieving health and wellness to become productive and responsible members in their communities.
Further, Ms. Wilson was one of the first female providers in the Bay Area to provide an avenue for "lifers" to obtain supportive services upon their release from prison, through placement in her program.
Her commitment to working with this sub-group has resulted in Ms. Wilson becoming widely known in the field as one of its experts in working with criminal justice involved populations.
Throughout this period her extraordinary drive was demonstrated as she spent 10+ years simultaneously working with the State of California providing peer support to individuals impacted by trauma.
A native Californian and a person in active recovery herself, Ms. Wilson envisioned starting her own program one day.
18 years and 3 programs later, she continues to be Inspired by the challenges that California faces in providing access to quality substance use disorder treatment.
Now living in Modesto, she has chosen to incorporate her monumental passion to assist in any way she can within her community.
Ben Eiland has been in the substance use disorder and mental health treatment field for 48 years.
He currently an adjunct professor at College of San Mateo Addiction Studies Program and the program coordinator for the California State University East Bay Addiction Studies Program.

Ben Eiland has been in the substance use disorder and mental health treatment field for 48 years.

He has held positions as an executive director, program manager and clinical director. Ben has also held the position of director of Integrated Healing helping clients explore spirituality as part of the recovery.
Ben has been an educator in the field of addiction for 44 years and was a founding member of the California Association of Alcohol/Drug Educators. He has been instrumental in implementing addiction studies programs in community colleges. He also supervises students while they are enrolled in field placement classes.
He is a past president for the California Association of Drug and Alcohol Educators (CAADE). In addition, he served on the State Alcohol and Drug Programs “Continuum of Services Re-Engineering Task Force” as well as the SAMHSA “Recovery Month Task Force”. He has also formally served as a board member to the Aging Constituent Committee Directors Advisory Council California Department of Alcohol and Drug Programs; as of Vice President for the Crossroads Chapter of E.APA. and served on the board of the California Association of Alcohol and Drug Abuse Counselors (CAADAC). He was a contributor to a textbook detailing TAP 21 competencies entitled “Intervention Treatment & Recovery.”
Ben has been a trainer and consultant in such areas as chemical dependency treatment, co-occurring disorders treatment, domestic and workplace violence, drugs in the workplace, conflict resolution/team building and cultural/gender diversity. He has been a consultant and trainer for the American Indian Training Institute (AITI) and the California Rural Indian Health Board (CRIHB), in areas related to addiction as well as providing certification courses to Native Americans working in urban areas and on reservations.
Graduated from California State University Chico with a double major in Anthropology and Psychology and received a master’s degree in organizational psychology from J.F.K. University.

Her background includes coordinating with insurance companies, performing utilization review, developing utilization review protocols which specifically advocate for clients, and implementing utilization review standards and protocols for treatment programs.
Jackie serves as a surveyor for the Commission on Accreditation of Rehabilitation Facilities (CARF), for over 30 years she has surveyed accredited programs and consulted with those seeking to achieves CARF accreditation, traveling throughout the United States and Canada in this capacity.
As the Director of Training for a national corporation, Jackie has provided extensive workplace training. She has also worked as an Employee Assistance Professional (EAP) for private companies and public agencies to ensure best practices and to provide Substance Abuse Professional Services to evaluate and help employers working under the Department of Transportation return to their jobs while maintaining public safety.
Jackie holds a Master’s degree in Social Work and is a Certified Clinical Supervisor, among various other certifications. Another source of passion has come from her years of work and advocacy as an Employee Assistance Professional (EAP)l and a Substance Abuse Professional (SAP) where she believes in providing access to treatment for working class individuals has allowed her to provide support to family units suffering through the negative impacts of substance use.

In 2020 to present, Mr. Isas has been employed at Merced County Behavioral Health and Recovery Services as part of the Mental Health Service Act and the Substance Use Disorder Division.
Along with his work experience, Mr. Isas’ education has played a major role in his success in the field. He has achieved a Master of Science in Psychology from California Coast University in 2021. He has also achieved a Bachelor of Arts in Psychology from CSU Stanislaus in 2019. He has demonstrated success in his education and continuously is gaining experience through client care, engagement, and clinical practice. Mr. Isas’ desire and drive come from his experience in his personal life.
Close relatives of Mr. Isas struggle with mental health conditions and substance use have been a motivating force in his specialization in Trauma, Substance abuse, and Co-occurring disorders. His core belief is that trauma and substance abuse greatly affects all populations and communities and drives him to continue to foster healing, wellness, and change.

I have worked with folks from diverse backgrounds and I strive to be inclusive of individual and community needs. I believe that through building a strong therapeutic alliance, considerable growth and healing are possible.
My work with clients is personal, vulnerable, and collaborative. I have spent many years working with survivors and victims of intimate partner violence and sexual violence.
These events can be difficult to talk about and heal from, so when we work together, I will meet you where you are and help give you the tools that you can use any time you need them.
I utilize a holistic lens, viewing the mind-body-spirit connection as an important piece to understanding who you are and bring empathy and my authentic self to therapy.
I apply several modalities in our therapy including, Dialectical Behavioral Therapy (DBT), Trauma Informed CBT, CBT for Insomnia and Integrative Therapy to assist in this process. I draw from several different lenses of practice, but all have a fundamental belief of placing importance on our therapeutic relationship.
